Training and Employment Notice 29-23: Evaluation Requirements and Options Under Title I of WIOA

States must conduct evaluations and identify evaluation activities in their Workforce and Innovation and Opportunity Act (WIOA) State Plans and annual performance reports, as per 20 CFR 682.220. To encourage state workforce agencies to conduct evaluations and identify evaluation activities, the Employment and Training Administration (ETA) with the U.S. Department of Labor (DOL) published Training and Employment Notice (TEN) 29-23.
The TEN clarifies the existing requirements and describes flexibilities for conducting evaluations of activities under the WIOA Title I core programs, funding and coordinating such projects, collaborating with state agencies administering WIOA Titles II-IV programs to participate in joint evaluations, and cooperating with Federal evaluations.
In addition, the TEN describes technical assistance resources on the types of evaluation methods, research topics, and examples of completed studies for states to consider. Attachments in this notice include (a) DOL Evaluation Policy and Selected Resources on Evaluation Methods and (b) Evaluation Reports Relevant to WIOA Title I Programs.
This notice applies to state workforce agencies, state workforce administrators, state workforce liaisons, and state and local workforce board chairs and directors.
