Employment Research in Brief: An Annotated Bibliography (2016–2020)

A considerable number of research studies are conducted each year to shed light on the implementation, outcomes, and impacts of workforce programs to understand the strategies and approaches to workforce development and unemployment insurance (UI) for the people served. To accommodate interest in these efforts, the U.S. Department of Labor Employment and Training Administration (ETA) released an updated annotated bibliography with abstracts of 73 sponsored studies published from 2016–2020.

The research on employment is extensive. Abstracts of the 73 studies offer overviews of the program services and interventions, types of research employed, data sources, analytical methods, and findings. Clickable hyperlinks for each citation either take users to the publication webpage on ETA’s research database to access the full text or link to a repository of PDF documents from the Chief Evaluation Office, Office of the Assistant Secretary for Policy. Those seeking further information on a particular program area can use the bookmarks to navigate directly to the desired section in the annotated bibliography.

The annotated bibliography contains three sections: training and employment studies, UI studies, and workforce research. Each section includes subsections as detailed below:

  • Training and Employment devotes two subsections to population-specific programs and workforce-development approaches. Programs described cover adult and dislocated workers; justice-involved individuals; veterans, military members, and military spouses; older workers; workers with disabilities; youth; and other populations. The subsection highlighting workforce-development approaches includes integrated workforce systems, industry and sector training approaches, self-employment training, and transitional employment.
  • Unemployment Insurance includes three subsections: reemployment services, alternative UI payment schemes, and other UI publications (i.e., materials not fitting into the previous categories).
  • Workforce Research covers labor-market studies and workforce research capacity and methods.

Studies abstracted in the annotated bibliography employ the full range of research types and analytical methods: primary research, evaluations, demonstration reports, policy recommendations, and other types of analysis. Methodologies include demographic analysis of changes in a population, services, or activities over time; cost analysis; experimental impact analysis (i.e., randomized control trials); nonexperimental impact analysis; implementation/process analysis; literature reviews; methodological studies; how-to guides; outcome/performance analysis; and program/policy analysis.
