Building Evaluation Capacity for State Workforce System Programs: TA Summary Brief for 2023

About

The USDOL, Employment and Training Administration (ETA) established the Evaluation Peer Learning Cohort (EvalPLC) to support states with strengthening their evaluation capacity under the Workforce Innovation and Opportunity Act (WIOA). A detailed summary of the technical assistance efforts, Building Evaluation Capacity for State Workforce System Programs, provided to the 2023 EvalPLC is now available. This report documents lessons learned related to state’s evaluation capacity efforts.

 

The 2023 EvalPLC, comprised of workforce development agencies from Alaska, Delaware, Indiana, Kansas, Wisconsin, and Iowa received technical assistance to build and expand evaluations of the Workforce Innovation and Opportunity Act (WIOA) adult and youth activities.  

Throughout the EvalPLC, state teams had the opportunity to use the State Workforce Agency Evaluation Toolkit to self-assess their evaluation readiness, participated in five virtual workgroup meetings to develop evaluation plans, met regularly with their coaches to support each state with evaluation needs, and engaged with workforce systems experts. At the conclusion of the EvalPLC, each member state submitted a capstone project to strengthen staff evaluation capacity, evaluation design plans, or state-specific evaluation plans.
